
Introduction: European Parliament documents
In the European Parliament, a rapporteur is appointed for each proposal from the European Commission. The rapporteur is the Member of the European Parliament (MEP) who drafts the report that is put to vote in the committee responsible. Before the Fisheries Committee votes on the reports in the CFP reform, other committees (such as the Environment and Development Committees) may draft opinions on the reports.
These documents are published through the European Parliament’s database Legislative Observatory, which also presents the shadow rapporteurs from the political groups and other useful information. Documents are also available through each of the Committees. Below, we provide you with links to the Legislative Observatory for each file, and links to a selection of the latest documents.
To understand the amendments proposed by parliament, you need to read them together with the European Commission’s original proposal.
Basic regulation
The basic regulation is the main file in the fisheries reform. It establishes the framework for fisheries management in the European Union. The Parliament rapporteur is Ulrike Rodust (S&D, Germany).

European Maritime and Fisheries Fund (EMFF)
The EMFF is the regulation that governs how public money is used within the EU fisheries management. The Parliament rapporteur is Alain Cadec (EPP, France).

Common Market Organisation (CMO)
The CMO regulation deals with the EU market in fishery and aquaculture products, including labelling on fish products and the framework for producer organisations. The Parliament rapporteur is Struan Stevenson (ECR, UK).

Overarching communication
This is not a legislative file. The overarching communication was adopted by the European Commission together with the three legislative files in the CFP reform as a way to present the objectives of the reform. In response, the Parliament adopted a non-legislative resolution by rapporteur Nikolaus Salavrakos (EFD, Greece).

External dimension
This is not a legislative file. The Parliament adopted this non-legislative resolution in response to a communication by the European Commission which presented their objectives for the external (international) dimension of the CFP reform. The legislative aspects of the external dimension will be enshrined in the basic regulation. The Parliament’s rapporteur for this resolution is Isabella Lövin (Greens/EFA, Sweden).

Reporting obligations
This is not a legislative file. In the CFP reform package, the European Commission presented a communication reporting on the operation of the CFP with regards to Conservation and Sustainability, Fishing Capacity and Fishing restrictions in the 12 nautical miles waters. In response, the European Parliament adopted a resolution drafted by rapporteur Carl Haglund (ALDE, Finland).
