The European Commission has published its report launching discussions on Total Allowable Catches (TACs) and fishing effort restrictions for 2011.

The Commission outlines how it intends to work towards rebuilding stocks to achieve Maximum Sustainable Yield (MSY) for fish stocks by 2015, although much work remains to be done. The report notes that that while some stocks show signs of recovery, most are still overfished.

The Commission requests that stakeholder bodies send their views on the report before 1 July 2010. Ministers will hold a political discussion at the Agriculture and Fisheries Council meeting on 28-29 June.
